Legend on the wall

I still not understand why somebody wrote on the wall on the background strange legend which is meaning : DON`T KNOCK THE WALL .In spite of this picture been taken in march 2008 it is still there. Possibly paint was very good and not gone with a different kind of weather changes.
It is fragment of Old City in Baku.
