Overpass in Montreal or Quebec City?

Please help! I would like someone to e-mail or comment if you have more information about this photo. I can't remember if this is in Montreal or Quebec City. But I'd like to know more about what happenned here....

Let me describe for you the photo (as I remember it)
:
We are on an overpass highway looking downward. The bridge in the picture goes under the road we are on. It is kind of a weird area of intersecting roads! So you see the grafiti? See how the road just ends? Not good! I heard the construction people made an error and now this is famous! I guess it was a Friday!

Why did they bothered butting it up against the bridge. Its kind of like saying, "Yeah we screwed up, but hey at least we finished the job!"

So anyways if you have any more information about this photo, I'd love to hear about it
